Internal mobility rate = (internal role changes in period) / (average headcount) × 100, usually annualized.

Includes promotions, lateral moves into different roles, and cross-function transfers. Excludes temporary assignments and title changes without scope change.

“12%” benchmarking:

<5% is very low; signals either a rigid org structure or that employees don’t see growth paths — often a leading indicator of attrition.
5–15% is typical for most companies.
15–25% is common at healthy tech / high-growth companies where people expect to move roles every 18–30 months.
>25% either the company is growing rapidly (and creating many new roles) or experiencing heavy reorgs.

Why it matters strategically:

Retention multiplier. Research consistently shows employees who move internally stay substantially longer than non-movers. LinkedIn's data puts the retention gap at ~2x over 3 years.
Talent density. Internal movers are pre-screened, culturally aligned, and productive fast — especially important at senior levels where external hires take 6–12 months to hit stride.
Succession pipeline. Strong internal mobility creates a talent bench for critical roles. Low mobility = “everything is a backfill from outside” = high time-to-fill, high CAC-per-hire.
Cost. External hires cost 1–1.5x salary in recruiting + ramp; internal moves are a fraction of that.
Culture signal. Employees infer “does this company invest in me” from mobility visibility. If no one visibly moves internally, why would they?

What to report alongside the rate:

Promotion rate specifically (subset of mobility): promotions / headcount.
Mobility by function and level. Engineering may have 20% while legal has 3% — very different meanings.
Mobility by demographic. Gender / race gaps in internal promotion are a common fairness finding.
Time-in-role at time of move. Too short (6 months) suggests misfit; too long (4+ years) suggests stagnation.
Mobility → attrition. Do movers stay? Measure retention at 12 months post-move.

What to tell the VP: “12% is in the normal range, but the real question is whether it’s concentrated in some functions or evenly distributed, and whether mobility is actually correlated with retention here. I’d pull those cuts before we decide if 12% is enough.”
